Definition of Health Care System
The definition provided by the WHO is as follows:
"A health system consists of all organizations, people and actions whose primary intent is to promote, restore or maintain health. This includes efforts to influence determinants of health as well as more direct health-improving activities. A health system is therefore more than the pyramid of publicly owned facilities that deliver personal health services. It includes, for example, a mother caring for a sick child at home; private providers; behavior change programs; vector control campaigns; health insurance organizations; occupational health and safety legislation. It includes inter-sectoral action by health staff, for example, encouraging the ministry of education to promote female education, a well-known determinant of better health."
Top Health Care Systems in the World
The rankings are based on the data released in 2000 by WHO. However, WHO has ceased to release such rankings anymore as it is a very complicated process to come up with the ratings of different countries offering quality health care in the world.
France stands at the top of the list, in terms of its health care system, according to WHO. The French system brings both the private and the public sectors together in providing the cover for its citizens. The majority of the medical bills are paid by the government through the funds generated from income tax, whereas the remaining ones are paid by the individual's private insurers.
Citizens of France can enjoy many benefits of this health insurance. Most of the time, treatment is almost free for people. Let me explain this; suppose someone visits a doctor and pays the doctors about $1500 as fees. He pays the doctor his fees and then claims a 75% refund from the health insurance fund. Thus, he will get back $1125 from the national insurance fund. If this same person also has a private health insurance plan, he can claim the remaining $325 and pay nothing from his own pocket.
As per a survey conducted by Commonwealth Fund, 42% French patients suffering from chronic diseases can fetch the appointments with doctors on the same day only; whereas in the US, only 26% patients can do so.
France spends $4,000 per person for health care. United States, on the other hand, spends $7,500 per person. There are about 3.4 physicians per 1000 people in France. Perhaps, these are the reasons why France provides the best health care in the world to its citizens.
